scammed at Avis counter - Montenegro Tivat Airport
worst experience ever at Avis desk, Tivat Airport in Montenegro. we had reserved the car and additional insurance upfront via booking.com but once arrived at the airport we had to stand 1 hour in line just to then hear from 2 very unfriendly Avis representatives (they were very upset and impatient with every customer before us as well) at the counter that a third party insurance is not valid in Montenegro and we will not be able to get the car unless we buy a new insurance at the desk immediately. with only having minutes left before counter closure (due to long line cueing) we had no other choice left than buying a new insurance to be able to have the car we arranged upfront for our roadtrip through Montenegro. we were charged €300 for the same. every customer in line had the same experience and we all agreed that this is a scam. furthermore it got dark in the meantime and when picking up the car we were handled off quickly without any support from the crew member at the dark parking lot. upon return of the car a week later the experience was once again bad. an overfull parking lot with very narrow space. a rude representative who was shouting at us to give him the key, complaining about dust on the foot mats (we even cleaned the car before returning!) and then starting to drive away with our luggage still in the trunk. luckily we were able to quickly get the bags out before he left without any evidence that we returned the car. DO NOT use Avis in Montenegro!

AVIS Rome car rental is dishonesty at its finest....
AVIS Rome added three hundred dollars of unrequested "Options" onto my car rental contract. There was no discussion beforehand - just a surprise bill when I came home. I believe this is very deceptive and dishonest to say the least. It is fraud in my opinion and I've never seen it before with any provider.Try getting your credit card company to dispute the charges - Good Luck, they won't do it. This needs to be stopped. If there's ever a class action lawsuit for it count me in! Be forewarned.

Poor customer service, poor complaint handling, and an extremely frustrating experience from start to finish
Extremely disappointing experience with Avis Montenegro. Before travelling, I had already purchased separate car hire excess insurance and had no intention of buying additional cover. When collecting the vehicle, I explained this to the Avis representative, but was told my existing insurance was not valid in Montenegro and that I could be liable for the full value of the vehicle unless I purchased Avis' insurance. Faced with this information in a foreign country, late at night, and with no practical alternative transport, I felt I had little choice but to agree. What is particularly frustrating is that I tried to resolve the matter directly with Avis almost immediately. I contacted customer service on 28 May 2026 requesting cancellation and a refund of the additional insurance, but received no response. I then contacted them again on 3 June 2026 through their customer service portal and again received no meaningful response. I subsequently raised a dispute with my bank. Although the dispute was ultimately unsuccessful because Avis relied on the fact that I had signed the rental agreement, this completely overlooks the circumstances under which the insurance was sold. My concern was never that the charge was unauthorised, but that I was persuaded to purchase an unnecessary product based on information that I believe was misleading. The lack of customer service, failure to respond to multiple complaints, and unwillingness to address legitimate concerns have left me with no confidence in Avis Montenegro. I would not use this location again and would strongly encourage others to carefully review any additional insurance products before agreeing to them. Poor customer service, poor complaint handling, and an extremely frustrating experience from start to finish.

SCAMMERS! Do not book with Avis or Payless at Podgorica airport. We booked the car in advance and paid insurance and they would not release the car unless we paid an additional €50 per day. We asked if this policy is written anywhere for us to see. They said “we decide how much is charged based on the car” we said okay but can you show us this in writing and they said “no we decide this and make it up it’s our policy” We already paid £240 for 4 days and had to pay an additional €200 or they said we would lose all our money. People at the desk specifically Rade is the rudest person I have ever met. Even after returning the car and confirming there are no issues he release 210 of the deposit not the full 300 and said it’s because there were things he forgot to charge us for at the start?? Car was given to us with tyres on 0.8 bar when they need to be 3.2 which is extremely dangerous. Completely banged up and with low oil. Paying hundreds for nothing and to be spoken to like you are scum. Truly the worst experience.

Please note that debit cards are not accepted for the security deposit. Instead, you are sold an expensive insurance policy, even though comprehensive coverage is already in place. Staff lack friendliness and a service-oriented attitude. Don't let your holiday be spoiled—go to another provider.
